Victoria registers building practitioners through the Victorian Building Authority (VBA). For most tradies the key fork is Domestic Builder — Unlimited vs Limited, and the registration is tied tightly to insurance: lose your required cover and the VBA must suspend you.
The VBA categories
The VBA registers around nine practitioner types (domestic and commercial builders, building surveyors, inspectors, draftspersons, engineers, demolishers, quantity surveyors, temporary-structure erectors). Every category needs a prescribed qualification, experience and a "fit and proper person" test (criminal-history and external-administration checks). The experience must be recent (within the last 7 years), supervised by a registered practitioner, paid, and cover the technical, supervisory and contractual sides of the work.
Domestic Builder — Unlimited vs Limited
The split most tradies care about:
- Domestic Builder — Unlimited (DB-U): arrange, manage or carry out all components of domestic building for whole homes — construction, renovation and major alterations to Class 1, 2, 3 and 10 buildings. This is what you need to contract directly with a consumer for a complete dwelling. Expect to show ~3 years of broad, end-to-end experience.
- Domestic Builder — Limited (DB-L): restricted to particular kinds of domestic work — a single trade (e.g. carpentry), a specific scope (kitchens, bathrooms) or non-habitable structures (sheds). Used by trade contractors and niche builders; ~2 years of competence in the limited scope.
CPD
Unlike some national professions, the VBA has no single uniform CPD-hour number for builders. The framework is about keeping current with the Building Act, regulations, codes and technical standards for your class — you are expected to undertake learning and keep evidence (certificates, attendance, notes) in case you are reviewed. Follow your association's guidance on hours and topics.
Insurance is wired into registration — DBI
The VBA requires evidence of "required insurance" before granting or renewing many registrations — Domestic Building Insurance (DBI), professional indemnity and public liability. The teeth: if you cease to hold the required insurance, the VBA must suspend your registration — and that also suspends any building permits in your name.
DBI is mandatory where a domestic building contract is $16,000 or more. You buy it on the client's behalf before entering the major domestic building contract and provide the DBI certificate within 7 days of receiving it. It indemnifies the owner for non-completion or defective work — typically 6 years (structural) / 2 years (non-structural) — as a last resort when you die, become insolvent, disappear or ignore a tribunal order. Penalties for doing major domestic building work without DBI (or misrepresenting that it is in place) run to 500 penalty units for an individual and 2,500 for a corporation. Common mistakes
- Contracting for a whole home on a DB-Limited registration.
- Letting PI, PL or DBI lapse — the VBA must suspend you, and your permits with you.
- Not giving the client the DBI certificate within 7 days.
- Counting experience that is outside the 7-year window or was not supervised.
